			<content:encoded><![CDATA[The annual reunion of the Documentation Network Regrouping Specialized Documentation Centres on Indigenous Issues will take place on <b>Wednesday May 9, 2012</b> or <b>Friday May 11, 2012</b> from 1:15pm to 2:30 pm (exact date and location according to the program of parallel events), in the framework of the 11th session of the Permanent Forum on Indigenous Issues (UNPFII), which will take place in New York from May 7 to 18, 2012.
The Network was created in 2003 by indigenous organisations from various regions of the world. Its goal is to facilitate the exchanges between the member organisations of the Network, to inform on their achievements in documentation, to discuss common issues, notably concerning the use of new communication technologies, and to decide on new projects, notably in the field of specialised trainings. It gathers today 150 member organisations (see attached list). The documentation Network has contributed so far to several trainings in documentation, in English, Spanish, French and Russian, the creation of CDs and DVDs, an on-line catalogue of websites, etc.
The reunion is open to everyone who is interested in documentation/information relating to indigenous issues.

c) How to establish a consultation process of the indigenous communities/organisations of the various regions of the world, on various subjects, in order to adjust doCip’s activities of documentation and information to their needs?
d) What are the thematic priorities for inclusion in the consultation process? For example: human rights, biodiversity, climate change, women, children, young people & education, health, traditional knowledge, heritage and intellectual property, territory & resources, free, prior and informed consent, etc.

			<content:encoded><![CDATA[During its second session from 7 to 11 May 2012, the Working Group on the issue of human rights and transnational corporations and other business enterprises will hold an open multi-stakeholder consultation to discuss the 2012 Forum on Business and Human Rights.
Through this consultation, the Working Group seeks to solicit the views and recommendations of Governments, business representatives, civil society organizations and other relevant stakeholders on the methodology and thematic subject(s), as well as procedural matters, for the first annual Forum on Business and Human Rights, as established by Human Rights Council resolution 17/4. You will find <a t3page="url" href="http://www.ohchr.org/Documents/Issues/Business/ConceptNoteStakeholderConsultationBHRForum.pdf" t3url="http://www.ohchr.org/Documents/Issues/Business/ConceptNoteStakeholderConsultationBHRForum.pdf">here</a> a concept note to inform of the consultation.
The consultation will take place from 15:00 to 17:00 on Thursday 10 May 2012 at Room XVIII, Palais des Nations, Geneva, Switzerland. Please check the website closer to the date to verify any changes in the location or time of the meeting.
A listen-in number will be enabled to allow stakeholders who cannot attend in person to dial in and listen to the exchange. Further details are available on the website below. 			<content:encoded><![CDATA[From 14 May to 18 May 2012, the Special Rapporteur on the rights of indigenous peoples, James Anaya, will hold individual meetings with representatives of indigenous peoples and organizations during the eleventh session of the United Nations Permanent Forum on Indigenous Issues held in New York. Representatives of indigenous peoples and organizations may request a meeting with him concerning matters falling within his mandate, including allegations of human rights violations. 			<content:encoded><![CDATA[The 21st session of the Intergovernmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and Folklore (IGC) will take place in Geneva from Monday, April 16 (10 a.m.) to 20, 2012. This session of the IGC will address the subject of traditional knowledge.
The preparatory meeting (Indigenous Consultative Forum) will be held on Sunday April 15, 2012, from 2:00 to 5:00 pm. For organizations already accredited to the IGC, registrations will begin from 1:30 pm on this day. During the IGC week, consultative meetings will be held from 8:30 to 10:00 am. The <a t3page="file" href="http://www.docip.org/fileadmin/user_upload/OMPI_STATEMENT_FEB21_ENG.pdf" t3url="http://www.docip.org/fileadmin/user_upload/OMPI_STATEMENT_FEB21_ENG.pdf">statement</a> made on February 21, 2012, annouces the withdrawal of indigenous delegations from the work of the Committee. Decided unanimously, this withdrawal is motivated by the lack of consideration for their positions and a procedure which does not allow their full and equitable participation, as recognised by the international standards.

			<content:encoded><![CDATA[The Indigenous Fellowship Programme was launched in 1997 by the Office of the High Commissioner for Human Rights (OHCHR) in the context of the first International Decade of the World's Indigenous People. The aim of the programme is to give indigenous persons the opportunity to gain knowledge on the UN system and mechanisms dealing with human rights issues in general and indigenous issues in particular. Trained participants are better equipped to assist their organisations and communities in protecting and promoting their rights. This training programme is available in 4 languages: English, Spanish, French and Russian.
Please note that the deadline to receive applications for the 2013 English speaking Indigenous Fellowship Programme is: <b>Tuesday 1 May 2012</b>.
OHCHR strongly encourages candidates to send their applications (by post or fax) well before the deadline. Please also note that given the high number of applications that i usually receives, OHCHR is not anymore in a position to print scanned applications. Therefore, scanned applications sent via email will not be taken into consideration.

			<content:encoded><![CDATA[The new Universal Human Rights Index (UHRI) database allows for the retrieval of individual recommendations and full documents from treaty bodies, special procedures and the Universal Periodic Review (UPR) process for all countries.
It also gives the possibility to cluster information by thematic issues and groups of persons affected.
New features:
•    Content: UPR information has been introduced.
•    Language: Available in all UN official languages.
•    Accessibility: More accessible for persons with disabilities, such as the visually impaired or those using screen readers.
•    For documents indexed from mid-2011 onwards, a link to follow-up information, e.g. implementation reports and comments of States parties.
The UHRI database is a mean to support advocacy, efforts to disseminate the outcomes and recommendations of all UN human rights mechanism, and to promote implementation and follow-up. The UHRI database was first launched in 2006.

			<content:encoded><![CDATA[The pre-registration to the 11th session of the UN Permanent Forum on Indigenous Issues (UNPFII), which will take place in New York at the UN Headquarters from May 7 to 18, 2012, is now open. The indigenous organisations who wish to participate need to pre-register online by:
<b>23 April 2012</b> – for organisations that attended previous sessions
<b>9 April 2012</b> – for new organisations.

The special theme of the eleventh session will be “The Doctrine of Discovery: its enduring impact on indigenous peoples and the right to redress for past conquests (articles 28 and 37 of the United Nations Declaration on the Rights of Indigenous Peoples)”. The agenda also includes a half-day discussion on Central and Eastern Europe, the Russian Federation, Central Asia and Transcaucasia and also a half-day discussion on the rights of indigenous peoples to food and food sovereignty.

13. Requests the Secretary-General, in cooperation with the Office of the High Commissioner, the Office of Legal Affairs and other relevant parts of the Secretariat, to prepare a detailed document on the ways and means of promoting participation at the United Nations of recognized indigenous peoples’ representatives on issues affecting them, given that they are not always organized as non-governmental organizations, and on how such participation might be structured, drawing from, inter alia, the rules governing the participation in various United Nations bodies by non-governmental organizations (including Economic and Social Council resolution 1996/31) and by national human rights institutions (including Human Rights Council resolution 5/1 of 18 June 2007 and Commission on Human Rights resolution 2005/74 of 20 April 2005), and to present it to the Council at its twenty-first session;

			<content:encoded><![CDATA[At its last session in 2011, WIPO General Assembly had agreed on the mandate for the Intergovernmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and Folklore (IGC) for the 2011-2013 biennium.
The 20th session of the IGC will take place in Geneva from Tuesday February 14, 2012 to Wednesday February 22, 2012. The preparatory meeting (Indigenous Consultative Forum) will be held on Monday February 13, 2012, from 2:00 to 5:00 pm. For organizations already accredited to the IGC, registrations will begin from 1:30 pm on this day. During the IGC week, i.e. February 14 to 22, 2012 (except Sunday the 19th), consultative meetings will be held from 8:30 to 10:00 am. The agenda and all the meeting documents can be found by clicking <a t3page="url" href="http://www.wipo.int/meetings/en/details.jsp?meeting_id=25008" t3url="http://www.wipo.int/meetings/en/details.jsp?meeting_id=25008">here</a>.

			<content:encoded><![CDATA[The Expert Mechanism on the Rights of Indigenous Peoples (EMRIP) is calling for submissions on the role of languages and culture in the protection and promotion of the rights and identity of indigenous peoples, its current mandated study in accordance with Human Rights Council Resolution 18/8 (September 2011), from:
<ul> <li>indigenous individuals and peoples and/or their representatives</li> <li>non-state actors including non-governmental organisations</li> <li>national human rights institutions</li> <li>any other relevant stakeholders</li> </ul>
Submissions will need to be submitted <b>by 17 February 2012</b> to be taken into account in the Expert Mechanism's study, a draft of which will be finalised in early April 2012 in preparation for the EMRIP's fifth session in July 2012. The HRC has notably requested the Secretary-General, in cooperation with the Office of the High Commissioner, the Office of Legal Affairs and other relevant parts of the Secretariat, to prepare a detailed document on ways and means of promoting participation at the United Nations of recognized indigenous peoples’ representatives on issues affecting them, as they are not always organized as non-governmental organizations, and on how such participation might be structured.
The HRC has also decided to hold on an annual basis, within existing resources, a half-day panel on the rights of indigenous peoples and, in this regard, to hold, at its twenty-first session, a half-day panel on access to justice by indigenous peoples.

			<content:encoded><![CDATA[On June 17, 2011, the Human Rights Council has adopted the Optional Protocol to the Convention on the Rights of the Child (CRC), which establishes a full complaints procedure for the CRC and gives its Committee the right to receive individual communications, conduct inquiry visits to States parties and handle inter-states complaints. Up to this day, the CRC Committee was the only one not to have a protocol for individual complaints. This Optional Protocol has been recommended for adoption by the UN General Assembly later in the fall and the signing ceremony is expected early 2012.
